First and foremost, you're going to be pretty surprised when you beat her. Secondly, you just have to keep moving and throwing things at the limbs and the stem underneath. When you break that stuff down, she'll fall to the ground and be vulnerable for a bit. At that point you want to go up there and unload on her. Getting a tank doesn't hurt at all. I personally wouldn't suggest helicopters because with her throwing cars and stuff at you and the tanks trying to shoot you down, you won't last long. There are plenty of civilians and infected to consume here to give you health, especially the hunters which I found to be pretty easy at this point in the game. Throw everything you can at her, cars, people, etc. I wouldn't suggest trying to get close until she is disabled because her close up attacks are pretty strong and knock you back. Keep moving the whole time to dodge the green stuff that is flying at you. It seems like a jankity response but honestly, that's how you have to beat her. How do you Beat Elizabeth Green?
Well, i just beat her, and let me tell you, the Whipfist is your friend. I think that the easiest method of taking her down is with the whipfist. Just keep moving a doing quick attacks and pull out your blade when she goes down.

I had the same problem with this boss but i may have found an quicker way to kill her (even though it may feel like suicide lol)
Firstly: your gonna need your blade power out, and u need the upgrade 'Blade Air Slice' for this to work. an increased amount of jump height and speed is most likely necessary aswell.
Next: climb to the top of one of the buildings close to her, make sure ur health is quite high to be safe. Then taregt her and use ur Blade Air Slice to drop right on top of her. i tried this technique during the fight and it seemed to do quite a substantial amount of damage, however it does put u into close quarters with her so be prepared to run.
Then: after the drop, run away from her, dodging her attacks if possible and then repeat this process until she falls to the ground and becomes vulnerable so that u can deal a large amount of damage using critical mass.
Hint: if ur low on hp, i found a good method of gaining some is by heading up to the top of a building, letting the hunters chase u to the top of it, and then either kill or consume them without being interrupted by the boss in mid fight with them.
Hint: other sky diving moves such as the 'Hammerfist eldow slam' or 'Bulletdive drop' might hae an increased damage effect, at the time i hadnt purchased them but if u have then try these drops aswell to see which gives the effect u want.
i did this fight on easy mode to be honest so wether the same results happen on norm or hard mode is unknown to me, but i hope this helps those looking to drop this **** back into the stone age
I used the power fists (caqn't remember what they're called, but they give you stronger attacks), I then unlocked the ability to elbow drop by pressing Y when in the air.
It's the easiest way as it can do a lot of damage, and a lot of the time does damage to all the 3 thingies. I would run to the tallest building next to the boss, jump, and BOOM elbow drop from 100 stories high.
When I fought her all I did was to consume whatever came my way, and then go close to her and do devastators.
^^That's what I did. ran to the building that had the signs on top of it. Consumed any hunters that came my way and dropped a groundspike devastator and followed with critical pain when she went down. It's a little tedious but works quite well.
Keep it simple guys.Get a few assault rifles (there are plenty on the ground) get on the western road and on the corner there is a ledge, target the monster and shoot the hell out of it. From there most rocks will miss you and just an odd hit here and there. (go in the middle of the ledge behind the sign) some beasts will be climbing and interrupt you but they are merely a nuisance. Furthermore from there depending on how the monster is turned you might be able to hit all three targets simultaneously.Peace of cake, trust i tried several ways before thinking of that and its so simple.
